Within their published narrative, the Darkstars were instituted by the Controllers, a splinter of the Guardians of the Universe. The Controllers created NEMO (the Network for the Establishment and Maintenance of Order) to isolate and manage galactic troubles, and from that program the Darkstars were created as an enforcement cadre intended to "establish order in the universe." The group first appeared in Darkstars #1 (October 1992), created for DC Comics and credited to the series' creative team in publication records.
Darkstar operatives are chiefly characterized by their powered armor, referred to as an "exo-mantle." Descriptions emphasize the suit's functions and fittings: it grants superhuman strength and speed, high-speed flight capability, and the ability to project a force field to absorb kinetic impacts. The exo-mantle is further described as equipped with twin maser units for energy bolts and a shoulder-mounted cannon. Sources describe different generations of suits, including early models dependent on Controller energy and later self-contained versions.
The Darkstars' capabilities stem from their technology: the exo-mantles confer enhanced physical attributes (strength, speed), flight, force-field generation, and built-in weapons (twin maser units and a shoulder cannon). Operationally they serve as intergalactic peacekeepers whose mission is to confront and contain threats across the galaxy. Organizational behavior in the narrative includes mission-driven enforcement as well as instances of members pursuing private agendas; when Controller support was withdrawn early suits lost power, while later self-contained suits remained functional. In-story conflicts led to heavy casualties (many killed by Grayven) and the last named Darkstars (Ferrin Colos, Chaser Bron, and Munchuk) were killed battling Starbreaker.
