Black Vulcan was created by Hanna-Barbera and debuted on The All-New Super Friends Hour in September 1977. According to production accounts, the character was introduced as a replacement for Black Lightning, who could not be used due to disputes between DC and that character's creator. The visual design for Hanna-Barbera's superheroes of the era, including Black Vulcan, was produced under artists such as Alex Toth and studio design staff for the animated series.
As presented in the Super Friends animated series and related merchandising, Black Vulcan is depicted as an African-American costumed superhero designed in the Hanna‑Barbera animation style (visuals by studio artists including Alex Toth). The character appears in a stylized superhero costume consistent with late-1970s animated team members (masked, form-fitting suit with boots and gauntlets), marked visually as an electrical/energy-themed hero in the series' animation and promotional art.
In the animated series Black Vulcan projects bolts of electricity from his hands and can propel himself by charging his lower body to fly at superhuman speeds. On a few occasions in the series he is shown converting his body into pure energy, attempting travel at light speed (notably during an unsuccessful attempt to escape a black hole), opening a rift in spacetime via energy fluctuation, and performing spot-welding on microelectronics. In the satirical series Harvey Birdman, his powers are jocularly described as "pure electricity... in my pants," a running gag and comedic reinterpretation of his energy-based abilities; he originally used the codename "Supervolt" before adopting "Black Vulcan" in that continuity.
