He is associated with the Fear Lords, an informal grouping of powerful beings who feed upon human fear and related emotions; some storylines portray him carrying out schemes on behalf of or in concert with those greater dark powers.

Appearance

He is frequently shown or described as able to assume or masquerade as people trusted by his victims, projecting familiar forms or trusted faces to manipulate targets.
